Mr Lock is currently the Executive Director of AESEN Offshore Ltd, a leading provider of integrated marine offshore solutions. Mr Lock was previously the CEO of OKH Global Ltd, a construction and industrial real estate development company listed on the mainboard of the Singapore Stock Exchange, from 2016 to 2025, and led the turnaround of the company before successfully completing a reverse takeover for the company. Prior to OKH, he was Group CEO of Rowsley Ltd, a multi-disciplinary lifestyle real estate company with capabilities in planning, architecture, engineering, investment and development, from 2013 to 2015. He led the team to undertake extensive business development efforts in the United Kingdom and Southeast Asia, and successfully acquired Hotel Football Manchester (UK) and Café Football London & Manchester (UK).

Prior to joining Rowsley, Mr Lock was the Chief Corporate Officer of CapitaMalls Asia (“CMA”) in 2010 and subsequently based in Beijing as the China CEO of CMA from 2011 to 2013, where he led 3500 staff across 36 Chinese cities mamanging a portfolio of about 60 retail malls and mixed developments that included Raffles City projects, 4 China-focused real estate funds and the CapitaLand Retail China Trust (a Singapore-listed REIT). He successfully opened more than 10 new malls during his stint in China.

Up until then, he was in the Administrative Service of the Government of Singapore and had served in the Singapore public sector for more than 20 years during which he held various leadership roles including Director of the Criminal Investigations Department in the Singapore Police Force, Commissioner of the Immigration & Checkpoints Authority (ICA) and Deputy Secretary of the Ministry of Information, Communications & the Arts (MICA).

He had previously held directorships in various statutory boards, companies, associations and schools, including International Enterprise Singapore, Infocomm Investments Pte Ltd, Singapore Arts School Ltd, ACS Foundation, The Esplanade Co. Ltd, National Gallery Singapore, Woodlands Health Development Board Committee, the Olympic Council of Asia’s ESports & EMartial Arts Committee, CapitaMalls Malaysia REIT Management Sdn. Bhd, Secura Ltd, Chip Eng Seng Corporation Ltd and LHT Holdings Ltd. He was a Director on the Board of The Singapore Sports School for 6 years and Chairman of its Audit Committee. He was the Dy Chairman of The Anglo-Chinese School Board of Governors and President of the ACS Old Boys Association (an alumni association with more than 12,000 members) for 4 years. He currently chairs the Media Literacy Council and Suntec Trust Mgt Ltd, and sits on the Boards of The Hour Glass Ltd (as Lead Independent Director), Majuven Pte Ltd (Fund Management), Federation of International Mixed Martial Arts and the Asian Mixed Martial Arts Association.

Mr Lock holds a Bachelor and Master of Arts (Engineering) from the University of Cambridge, UK, and a Master of Science (Management) from Stanford Graduate School of Business, USA.

Mr Lock’s sports hobbies include soccer, jogging, swimming and golf. He trained in taekwondo in his youth and is currently an advanced practitioner of taijiquan.
